Where can a small business in the region get development financing?

Small businesses in Latin America and the Caribbean usually reach development finance through a national lender, a financial intermediary or a time-limited grant call. There is no single regional application or common eligibility rule.

In short

Start with the institution that serves your country and the type of finance you need. CDB mainly reaches MSMEs through intermediaries and technical assistance. Caribbean Export runs separate calls. DBJ routes Jamaican firms through Approved Financial Institutions. NEDCO lends directly under its published products. CED supports business preparation in St Vincent. IDB Lab and Compete Caribbean use product or call-specific selection.

Each route asks for evidence: legal status, current records, a costed project, financial capacity, management ability and the development result. The detail comes from the current lender or call. If a source is silent, treat the rule as unpublished and ask before building the application around it.

What funders commonly test

The sources do not create one universal checklist, but their published criteria repeatedly test registration or legal status, financial records and capacity, a clear budget, the owner's contribution where required, management and technical ability, evidence of demand, implementation, risks and measurable results.

Prepare those foundations, then use the current form from the lender or funder. Do not reuse an old grant amount or deadline as if it were open. Do not assume that a regional institution lends directly to an ordinary small business when its route is through an intermediary.

Questions owners ask

Is there one application for regional development finance?

No. Each lender, intermediary and grant call has its own application, territory, instrument and timing.

Should I prepare a business plan before choosing the funder?

Prepare your records, project budget and assumptions first, but obtain the current checklist before finalising the plan. Some programmes ask for a project proposal rather than a conventional business plan.

What if a programme amount or fee is not published?

Say it is unpublished and ask the institution. Do not estimate it or rely on an old call.
